Mix the soy and honey; reserve half of the mixture. Season tuna with a layer of ground pepper, pressing it into the fish. Marinate tuna in the one half of the soy-honey mixture for 10 minutes.
In a heavy pan over high heat, sear tuna in oil for 1 minute per side. Place into the reserved half of the marinade.
In a saute pan over medium heat, saute sprouts and shallots in oil until they are slightly brown, about 3 to 4 minutes. Season with salt and pepper. Add zest and ginger. Mix in orange sections.
To serve, slice tuna. Top with reserved marinade and serve Brussels sprouts on the side.
