Sauce: Mix everything together and simmer a few minutes until thickened. Remove from heat and add 1T sesame seeds and 6 green onions, cut on the bias.
Mix flour, cornstarch, water, salt, and egg together. Add chicken to coat. Drop in heated canola oil and fry 6 to 8 minutes until done. Place on paper towels to absorb excess oil, then add to prepared sauce. Serve over the rice.
